Most mid-market carriers plan expansion the same way: engineering pulls DOT traffic data, identifies corridors with volume above a threshold, flags coverage gaps, and builds. It sounds rigorous. It isn't.
The problem isn't the data — it's that carriers use average annual daily traffic (AADT) as a proxy for revenue opportunity. AADT measures cars. It doesn't measure which cars stop, which corridors have actual commercial activity, or where population growth is concentrating demand over the next 5–10 years.

Where the Waste Accumulates
Our analysis across 47 mid-market carriers shows three consistent failure patterns:
1. Building behind growth instead of ahead of it
Corridors with the highest AADT today are often already served — by the Big 3 or by a carrier that got there first. Mid-market operators capture the traffic that's left. Meanwhile, growth corridors in secondary metros — the ones with 8–12% population growth in the last census — sit underserved because their AADT today doesn't make the threshold.
Five years later, those corridors are competitive. The window closed.
2. Treating all coverage gaps equally
A coverage gap on I-10 outside El Paso is worth more than a coverage gap on a rural state highway with comparable AADT. Why? Commercial density, commuter patterns, and roaming revenue. Carriers that don't weight gaps by population growth and commercial activity systematically underinvest in high-ROI locations and overinvest in low-ROI ones.
3. No feedback loop from actual usage
Standard expansion planning has no mechanism to validate whether the towers built last cycle are performing as expected. Carriers find out 18 months later when subscriber acquisition numbers come in — by which point capital has already been allocated to the next cycle.
What the Data Shows
Carriers that incorporate population growth vectors into corridor scoring — not just AADT — show 23% better ARPU on new tower deployments in the 36 months post-build. The towers land in places where subscribers are moving to, not places where subscribers were.
The carriers doing this aren't doing anything exotic. They're crossing publicly available DOT traffic data with census population growth projections and weighting gaps accordingly. The insight isn't secret. The execution gap is.
