Why Most Expansion Plans Fail Before They Start
A mid-market carrier's expansion plan typically starts with a request from the VP of Network Operations: "Tell me where we should build next." The answer comes back two weeks later as a spreadsheet of corridors ranked by AADT, a summary of competitor coverage, and a recommendation that's mostly intuition wrapped in data.
The plan is approved. Capital gets allocated. Eighteen months later, the towers underperform — and the post-mortem always finds the same thing: the data was used to justify decisions that were already made.
The fix isn't more data. It's a different planning architecture. Here's how to build one.
Step 1: Define the Decision You Are Actually Making
Before you open a single dataset, define the decision. "Where should we build?" is not a decision — it's a direction.
The actual decisions in a market expansion plan look like this:
- Which 10 corridors should we include in the next 3-year capital cycle?
- Which existing tower leases should we negotiate to renew vs. let expire?
- Should we prioritize mid-band 5G overlay or new macro sites for the secondary metro corridors?
- Where is the coverage gap deep enough that a new entrant will see subscriber acquisition rates above our cost-of-acquisition threshold?
Each question requires different data, different time horizons, and different confidence levels. A planning document that tries to answer all of them at once answers none of them well.
Step 2: Pull the Three Data Layers You Actually Need
Most carriers use traffic data. Fewer use coverage data. Almost none layer in population growth systematically. Here's the framework:
Layer 1 — Traffic opportunity (AADT + composition) Annual Average Daily Traffic gives you volume. Commercial vehicle percentage gives you the composition signal — and composition is what distinguishes a corridor where 40,000 daily commuters generate different economics than 40,000 through-traffic vehicles.
Pull AADT from your state DOT open data portal. For cross-state corridors, FHWA HPMS data covers all states. Commercial vehicle composition requires state-level weigh-in-motion data, which 43 states publish annually.
Layer 2 — Coverage gap depth (not just gap existence) The FCC's propagation data tells you where signal is absent. It does not tell you how deep the gap is. A gap where dominant-carrier signal drops to –120 dBm is a different opportunity than a gap at –95 dBm. The former generates measurable service failure; the latter generates marginal inconvenience.
If you don't have access to drive-test data, use FCC's 477 coverage filings at the census-block level to identify carrier-by-carrier gaps. Cross-reference with propagation modeling tools. The result is a gap-depth score by corridor — not just a gap map.
Layer 3 — Population growth vectors (not snapshots) A corridor in a flat or declining market is a different investment than a corridor adjacent to a population growth hotspot. Use Census Bureau ACS 5-year estimates to identify metro areas with sustained growth in the 5–10 year window.
The signal isn't just growth rate — it's growth concentration. A corridor adjacent to a cluster of zip codes with 8%+ population growth and declining housing costs is indicating where workers are moving. That corridor has a different expansion window than the one next to static suburban housing.
Step 3: Build the Corridor Scoring Matrix
Once you have the three layers, combine them into a weighted scoring model. The weights depend on your strategic priorities, but a starting point:

Step 4: Stress-Test Against Three Scenarios
A corridor that scores well under base-case assumptions may be fragile under a population decline scenario or a competitor entry scenario. For your top 10 corridors, run three scenarios:
- Base case: Population growth continues at ACS trend rate, no new competitors enter.
- Downside: Adjacent metro loses 3% population, competitor enters with aggressive pricing.
- Upside: Major employer relocates to adjacent city, population growth accelerates to 12%.
The corridor that's robust across all three scenarios is your priority build. The one that only works in the upside scenario is a bet — size your capital allocation accordingly.
Step 5: Turn the Plan Into a Stakeholder Document
A data-driven expansion plan that lives in a spreadsheet is useless to the CFO and the board. The same data needs to be presented differently:
- For the board: Ranked corridor list with total addressable market estimate, competitive position, and 5-year subscriber projection.
- For engineering: Required site count by corridor, backhaul availability assessment, and antenna configuration options.
- For finance: CAPEX requirement, payback period by corridor, and sensitivity to subscriber acquisition rate.
